Investment Risk of New Coal-Fired Power Plants

The decision to invest in new power plants is affected by the actions and evaluations of investors, regulators, utility managers, and power plant developers. Utility managers and power plant developers are key decision makers because it is their assessment of the market for electricity that drives the process. In regulated utility markets, regulators also play a crucial role, as their approval of new resources constitutes a commitment on behalf of ratepayers to pay for those resources. Investors look to regulatory, siting, and permitting approvals and contracts for sale of the electricity as signals that revenues will be sufficient to recover costs. Making billion-dollar investments in new conventional coal-fired power plants entails a risk that costs may not be fully recovered
